If my grandmothers mother was a jew, am I then a jew? Can a jew according to the rules eat meat on fridays?

It depends on whether this is the grandmother who begat your father or the one who begat your mother. If it is your maternal grandmother then yes, you are a Jew.

Yes, a Jew can eat (kosher) meat on a Friday. In fact, barring health-related limitations or serious emotional aversions to meat, Jews are required to eat meat at most holiday meals, including the Sabbath (from Friday at sundown until about an hour after sundown on Saturday).
